Reasonable layout but needs some holes fixed to make it a little morep

This course really does have some lovely holes and a nice layout but there are a few areas that really let it down.
Some holes/greens on this course are simply just not fair for the average player - they do not reward a good shot. There are sloping fairways and greens that simply don't hold the ball.
When your approach has landed in the heart of the green, should you ever really have to putt uphill 50+degree's away from the direction of the hole? only to see the ball do a U-turn and run 20 feet back past the cup (4th green). I'm not sure what the greens run at (no green speed signage provided) but I wouldn't mind betting it is getting up there.
Some holes have been re-designed over the last few years and unfortunately this has not improved the experience, in fact it has made the course even more unplayable in certain circumstances for the mid-handicap player.
Another example is the uphill 235m Second hole (Index 10) - If you cannot hit a straight ball you are in trouble here - A left flighted tee shot, landing short of the left bunker see's the ball running backwards, downhill back towards the tee block - up to 50m. A tee shot that drifts right, has the potential to run right across the 4th fairway, leaving you with a long shot back over/through trees. When you eventually reach the green, you will be met with a 2 tiered monstrosity that was clearly built by nobody of any course design pedigree. If you happen to overshoot the green, there is no way the ball will stop on the top tier coming from above the hole and will run past the flag, down the ridiculous step (unless you have the ability to play a Phil Mickelson-esque flop shot and can rip spin it back up the hill) , so severe is the slope - the ball will run away at speed off the green and depending on the approach angle - a long way back down the fairway or into a green side bunker. Conversely, if you land on the lower tier (from the fairway) - you had better get it up the tier because the ball WILL run straight back past you.
The 358m Fourth hole - A straight ball hitter has no real advantage here - a good drive straight, to the right of the fairway or even 5m off the right edge, into the rough, will all still roll across the fairway into the left rough/trees.....and this is when the course is wet!

Years ago the fairways used to be lovely to play off, with pure Santa-Ana couch grass but they are being extensively taken over by Kikyu which is simply awful and more likened to a noxious weed than a grass type. The Kikyu seems to be spreading quickly and without external intervention will eventually leave this course little more than a goat track. Even the newly laid fringes around the 6th hole are infested with Poa/Wintergrass.

Recently I observed a groundsman operating a ride-on blower, driving along the side of a fairway - blowing leaves back ONTO the fairway - during competition play - what is up with that? And also the fact that it was on a day that the wind was howling and blowing leaves all over the place anyway - surely there is more important course improvement work that could be done.
This course could have great potential with the right course management but that unfortunately does not seem to be happening.
