Is it fair for clubs to impose a handicap restriction

 allowance in club competitions.

And why do they do this.

Yes, it is fair in my opinion.

Why do they do this? so that it gives the lower handicaps a more even chance of doing well. As you no doubt can appreciate, it is easier to knock a few shots off a high handicap than it is off a lower one.
